Number 1 rule is: SAFETY!

If the goals are not secured from falling over (staked down at the goal frame preferred) then do not start the game. It’s the center referee’s responsibility to make sure that they are secured. Get the coaches to secure the goals. If a coach persistently complains or insists on playing without the goals being secured forward his team name, division and game info to referees@jusa.org. If the goals are not secured then you will not be refereeing with JUSA; it’s that important (and that simple).
